関西総合調査業協会第４回総会

今日６月２２日、午後４時から関西総合調査業協会の総会が開催される。

そこで、会長としては冒頭挨拶をしなければならない。挨拶は短いほど良い、とされたものであるが話し下手は、
思う事が流暢に言えない。ついつい長くなり、結果的に、「あんた何が言いたいの？」となってしまう。それではこの雨のなか、
わざに来て下さる会員に申し訳ない。そこで先ほど、挨拶文をしたためた。

東大総長も入学や卒業式の挨拶は文章にし、報道記者にそっと事前に配布するようである。そこで、関調協の会長もその例にならい、
事前にそっと発表する事にする。但し、記者諸君、報道するしないは貴方の自由である・トホ・
トホ。

総会挨拶文

本日は関西総合調査業協会の第４回総会に、お忙しい中ご出席頂きまして誠に有難うございます。

早いもので平成１５年９月にこの関西総合調査業協会を立ち上げて早４年が経過しようとしております。
当初４０名の同士でこの協会を立ち上げましたが、今期は３０名を割り込んでのスタートとなりました。非常に残念な数字であり、
会長としての責任を痛感するところでありますが、いかんせん、この関西に於ける調査業の市況は悪すぎます。正直、
退会者の大半が調査業からの撤退であり、協会活動への不満とか他協会に乗り換えた為の退会者は１人もおりません。

景気全般は回復基調にあるのに、何故ここまで調査業界は冷え込んでいるのか、今までのやり方を含め、
総合的に検討し真剣に考えて行かなければならないと考えています。

今年６月１日、探偵業法が施行されました。６月末までには既存の業者は公安委員会（窓口は警察）に届け出をすまさなければなりません。

業法施行に伴い、市況がどう変るか分かりませんが、寧ろ、業界自らがどう変るかが一番大切ではないか、と私自身は思っております。

先般の教育研修会でもお話しましたが業法の目的は、依頼者保護と被調査人の保護であり、業者の育成は全く盛り込まれておりません。
完全な規制法であり、業界にとっては相当厳しいものであります。ところが、業界の一部には祝賀ムードさえあります。
多分に解釈の違いもあるとはおもいますが、それよりも、寧ろカンフル剤的効果を期待しているからかもしれません。ただ言えることは、
法的規制によってでも業界全体を健全化し、社会に有益な調査業としての高い認知を得なければなりません。今の社会の流れからすると、
調査業の必要性は益々高まって行くものとおもわれますが、業界自身が真に襟をただし、消費者の信頼に応えれる質の高い業界にならなければ、
業界の発展は望むべくもありません。そうした意味では、厳しい業法ではありますが、
今の流れから脱却する一つの機会である事は間違いありません。

尚、この１年を振り返りますと、この後、総会審議事項の中で１年間の事業報告が具体的になされると思いますが、個人的な思いとしては、
戸籍住民票問題に明け暮れた１年であったように感じております。一昨年の１０月に発足した法制審議会戸籍法部会の審議内容に逐一眼を通し、
審議委員のメンバー一人ひとりに意見書を送ったり、パブリックコメントに応じたり、国会の法務委員会の先生方に上申したり、
など機会あるごとに調査業界の立場を主張してまいりました。

結果的には、政府提案による壁は厚く、望む結果には成らなかったが、活動そのものは一定の評価を得、
調査業界の立場もある程度理解して頂けたものと考えております。

何れにしても関調協は、常に活動する協会でありたい願っています。

今日の総会も慎重な審議を行い、しかもスムーズな議事進行が行われますようお願いして、冒頭の会長挨拶とさせて頂きます。

Message from the General Assembly

Thank you very much for taking time out of your busy schedule to attend the fourth general meeting of the Kansai Association of Surveyors today.

Four years have already passed since the establishment of the Kansai Association of General Surveyors in September 2003.
At first, we started this association with 40 members, but this term, we started with less than 30 members. It’s a very disappointing number.
I am keenly aware of my responsibility as chairman, but the market for the survey industry in the Kansai region is too bad. Honestly.
The majority of our members have withdrawn from the research industry, and not a single member has left because of dissatisfaction with the association’s activities or because they have switched to another association.

Why has the survey industry cooled so much when the overall economy is on the road to recovery, including the way things have been done?
I think we need to consider it comprehensively and give it serious consideration.

On June 1 of this year, the Detective Business Act came into force, and by the end of June, existing firms will have to report to the Public Safety Commission (the police).

I don’t know how market conditions will change with the enforcement of the Business Act, but I believe that the most important thing is how the industry itself will change.

As I mentioned at a recent education and training session, the purpose of the Business Law is to protect clients and respondents, and it does not include any training of contractors.
It’s a complete regulatory law and it’s pretty tough on the industry. That said, there is even a celebratory mood in some parts of the industry.
Maybe there is a difference in interpretation, but it may be because I am expecting a camphor-like effect rather than the other way around. All I can say is.

父の日

六月の第三日曜日は「父の日」。
何時の頃に制定されたのか余り記憶にないが、私が子供の頃は無かったように思う。ただ、「母の日」というのは何故か鮮明に覚えている。小学生の頃、青ばなをたらし、
それを学生服の袖でぬぐう為袖口はカチカチで、しかも光っていた。そんな田舎の悪ガキが、何故か「母の日」には、造花のカーネーションを、
その学生服の胸に飾り、「お母さんありがとう」と言ったものである。
食べるものもろくに無かった時代、プレゼントなどは何もしなかったと思うが、その時の母のとっておきの笑顔だけは今もはっきりと覚えている。
多分先生が強制的にさせていたと思うが、なんとも粋な計らいである。ところが父の日はなかった。今から考えると不思議であるが、
当事は何も思わなかった。

それが有り難いことに自分が父親になった頃には父の日ができていた。子供が小さかった頃、「父の日」はプレゼントの山であった。３人の子供がそれぞれに「肩叩き券、昼休み券、お買い物券」など、一杯作ってくれた。１年で使いきれないほどあった。ところが、
中学高校と成長するに従って、何時の間にか「母の日」はあっても
「父の日」は無くなった。妻が、可哀想にと思ってか、
生活必需品をスーパーの袋ごとプレゼントとしてくれる事はあったが、子供は全く眼中に無い感じであった。

ところが、昨日は娘から素敵なプレゼントがあった。セリーヌのネクタイ（はじめSELINEのネクタイと書いてしまい、娘に「綴り間違えてる。ニセモノ贈ったみたいやん！」と叱られた）である。今朝そのネクタイをしめ、
颯爽と出勤した。誰か何か言ってくれないかな・・・？などと思いながら。ところが誰も何も言ってくれない・・・トホホ。

エエーイそれならブログで発表するしかない。そうー、今日のネクタイは娘のプレゼントなのだ・・・。

天風会（香里天風会）

天風会の話し。

私が所属する「香里天風会」は、毎年７月最終週の金、土、
日の３日間を、「夏期特別研修会」とし、
昭和４６年以降３５年間の長きに亙って開催してきた。ところが、香里園駅東地区の再開発にかかり、今年立退きを余儀なくされている。
駅前の素晴らしい場所で、素足に上半身裸でできる修錬会も今年が最後である。全国各地に天風会の道場はあるが、
素足に短パン一つで修錬ができるのは香里をおいて外にはない。ところがその香里も今年が最後。正直残念でならない。

そこで、今年はパンフレットに以下の「お誘い文」をつけて参加募集を行うことにした。

初めての方、体調の優れない方、１人で悩んでおられる方、ストレスをためやすい方、寧ろそんな方の参加をお待ちしております。

香里天風会「夏期特別研修会」
のお誘い

初夏の香りと共に今年も香里天風会「夏期特別研修会」
の季節が近づいてまいりました。心身統一道を志す皆様方には、
日々変わる事無く積極心を持って明るく元気にお過ごしのこととお喜び申し上げます。
香里天風会は、昭和46年支部設立以来、香里園駅前の藤田邸の一部を道場とし芝生の庭を運動場とし、正月3が日以外の毎日曜、
日曜行修会を開催し、猛暑の7月末には欠かすこと無く夏期特別研修会を重ね、修練に励んで参りました。
特に、ここ数年は地区外の天風道を志す皆様方にも広く呼びかけをし、多くの方にご参加頂き、真剣に楽しく行修することができました。

ところが、その藤田邸（道場）が香里園駅東地区市街地再開発に伴い近く立退かざるを得ない状況となりました。
この再開発は権利変換方式を採用していること、及び、藤田先生がご高齢ということもあり、現況将来的な見通しが立てにくく、
今の環境のもとで夏期特別研修会が開催できるのは今年限りと成りました。場所、
環境は変わっても香里天風会の活動は何ら変えることなく継続維持して行く所存ではありますが、
藤田邸に於ける昔乍らの香里独特の手作り修錬会を惜しむ声が多く聞かれるのも事実です。従いまして、今年の夏期特別研修会は、
藤田邸最後の修錬会に相応しいものにしたく、研修会実行委員会のメンバー全員が強く信念しております。
香里に縁を持たれた皆様方と一緒に成って、今年の夏期特別研修会を盛り上げ、
そして香里天風会の為に全力を尽くして頂いた藤田先生のご恩にも報いたく思っておりますので、ご協力の程宜しくお願い申し上げます。

1人でも多くの方をお誘い合わせの上、ご参加頂けますよう心よりお願い申し上げます。

Koritenpukai “Summer Special Workshop

However, the Fujita residence (dojo) has been forced to vacate nearby due to the redevelopment of the urban area east of the Korinoen station.

ペッパーランチ事件に思う

ペッパーランチ事件、深夜レストランで食事を楽しんでいた若い女性を、
その店の店長と店員が共謀して拉致し強姦したという。考えられないような事件であるが事実は小説よりも奇なり、実際にごく最近、
大阪のミナミで起こった事件である。

この報道を聞いた時、「これは大変な社会的問題になるな・・・」直ぐにそう思った。ところが２，
３日テレビや新聞紙上を賑わはせただけで、何時の間にか巷の噂にも上らなくなった。私の感覚の中では非常に不思議である。

産業界、特に深夜営業を行う店は危機意識を持ったと思うが・・・、他山の火事と感じているのであろうか。

これが訴訟社会と言われるアメリカで起きたとすれば、先ずその店舗を運営する会社は莫大な損害賠償を負わされ、
経営そのものが危ぶまれる状況に陥ったと思われる。

所謂、使用者責任である。もし、事件を起こした当事者に、
入社前に婦女暴行などの前歴があったとすれば、先ず会社は助からない。従って、アメリカの企業は、
従業員を採用する際には徹底した調査を行う。もし、再犯の可能性がある前科者を調査もせずに採用し、同様の犯罪を起こしたとしたら、
当事者は勿論であるが使用者（会社）も徹底的に叩かれ、損害賠償の責を負わされるからである。

遠からず日本もそうした使用者責任を強く問われる社会が来ると思われるが、
調査に関しては全く逆行しており、「就職の際の調査は差別につながる恐れがあるから望ましくない」というのが、今の厚生労働省の指導である。

昔はイザ知らず、今の時代、部落差別を意図した採用調査が実際に行われていると本当に思っているのであろうか・・・。
理解に苦しむところである。

現在、採用調査（雇用調査）は、応募者の適性・能力を主眼に、履歴書の記載が真実か否か、
職務経歴書に嘘はないか、前職での勤怠は、退職理由は、同僚との協調性は、などを調べるのであって、出身地がどうとか、先祖がどうとか、
そんな前時代的調べをするような調査会社は先ず無い。また、そんな依頼もない。

なのに行政は１０年一日の如く、「差別調査が後を絶たない」かの如く、あらゆる機会を捉えて熱心に宣伝している。
行政の指導というのは驚くべき力を持っている。それだけに指導した事柄にはキッチリと責任を持ってもらいたいものだ。

ペッパーランチ事件の背景はよく分からないが、もし、採用前調査をキチッと実施していたら回避できた事件であれば、
調査をしないよう指導してきた行政、特に厚生労働省はどう対応するのであろう。

早く「小父さんの話、ＮＯ２］を書かなくてはと思いつつ今日に至ってしまった。というのも、先週は東京での総会及び研修会が重なり、
殆ど東京に居た為に時間が取れなかったが故である。

小説「中国任侠伝」の話であるが、中国の春秋時代（戦国時代）、孟嘗君と云う宰相が居た。
彼は5月5日生まれであった事から大変な苦労を強いられて育った（当時中国では、5月5日生まれの子は親を喰うとされ、
誕生と同時に殺される運命にあったという）。その為、周囲に対する気使いは人一倍濃やかで、部下は勿論、食客にも非常に慕われていた。当時、
食客だけで３千人も居たというが、ある事で国王の不興を買い、宰相の地位を剥奪された。すると、３千人の食客は、
蜘蛛の子を散らすように孟嘗君のもとを去っていった。残ったのはただ１人、無駄飯喰いの食客であった。

ところが、孟嘗君。その後色々あって、再度、宰相の地位に復帰がかなった。そこで、１人残っていた無駄飯食いの食客が
「昔の食客を迎えよう・・」という。すると、孟嘗君、「とんでもない、あんな薄情な士など顔もみたくない。
私は客を遇することに落度は無かったと信じている。ところが私がいったん失脚すると、彼等はことごとく私に背を向けて去り、
誰ひとり振りかえってみるものもいなかった。再び私の前に現れるようなことがあったら、そやつの顔に唾を吐きかけ、
大いにはずかしめてやりたい・・・」という。そこで、無駄飯食い「そうではありません。あなたの言葉は間違っています。
物には必ずそうなる筋があり、事についても同じです。たとえば、生きている者が必ず死ぬようなことです。富貴になれば士が集まり、
卑賤になれば友も散じるのも、とうぜんのことでしょう。朝と晩と、市場の混み方が違いますが、人々が朝を好み、晩を憎むのではありません。
市場には朝にしか商品がないからであります。それと同じで、あなたが地位を失って、賓客が皆去ったのは、もうあたりまえのことです。
そんなことで士を怨み、いたずらに賓客の路を絶ってはなりません。どうか客を遇すること、もとのとおりになさいませ」と諭した。

その言葉をきいた孟嘗君、「私が愚かであった。つつしんでそのようにしよう・・・」と、云い大声で笑った。
その笑い声で心のわだかまりをすべて吹き消そうとでもするように。

教訓的な面白い話であった。
