私は、８年程前から奉仕団体の船場ロータリークラブに所属しています。毎週月曜が例会日で、心斎橋の日航ホテル３２階を例会場とし、
お昼１２時３０分?１３時３０分まで食事をしながら色んな話し合いをしています。その中に卓話と云う時間があり、
２?３年に一度その卓話を担当する事になります。それが昨日でした。そこで今日はその卓話で話した事を書くことにします。

笑いと健康

大正１５年１２月に中村天風先生が小松輝久邸において北白川宮、竹田宮、東久迪宮の各内親王殿下にご進講申し上げた時のお話が「笑い」
についてでした。その時の原稿の抜粋があり、それを基に話すこととします。
中村天風先生は昭和４３年、９２歳で御帰霊されましたが、生前は西の安岡、東の天風と言われた人で、戦前戦後を通し、
中村天風に薫陶を受けた各界の著名人は数限りなく、代表的な人では、東郷平八郎、山本五十六、原敬、松下幸之助、稲盛和夫、双葉山、
広岡達郎他皇族の方々までが上げられます。
若い頃は頭山満翁の門下生として玄洋社に所属、２５歳で軍事探偵として日清、日露戦争で活躍するが、３０歳で走馬灯結核にかかる。
それまでは死に直面しても平気で居られた気丈な人であったが病気にかかった事で一変し、極めて神経質な病気のみを気にする自分になった。
何故病気になった事によってここまで気弱で神経質な心になるのか。あの気丈であった自分は何処へ行ったのか・・？。
そんな疑問から心についての勉強を始め、著名な哲学者や宗教家に教えを乞う為に密航して渡米、
コロンビア大学で医学を学ぶ機会にも恵まれもし、また、ヨーロッパも彷徨し、世界的に有名な学者、識者に会うが納得の行く話は聞けず、
病気は治らずで失意の中で帰国しようとするが、帰国途中のカイロで偶然出会ったヨガの大哲人カリアッパ聖者に連れられ、
ヒマラヤ奥地で２年９ケ月のヨガ修行をする。結果病気は治り、悟りを得る。帰国途中、中国で孫文の革命運動に協力を頼まれ、
「中華民国最高顧問」となる。帰国に際し、今の金で数十億を持ち帰り実業界に入る。銀行頭取や会社の重役等を歴任するが、ある日突然、
一切の地位、名誉を投げ打って辻説法を始める。そして、すさまじいまでの体験に裏打ちされた理論は「天風哲学」として大成され、
財団法人天風会として、その教えが引き継がれ、「天風哲学」と「心身統一法」として各地で行修が行われている。
天風哲学の概念は、人生すべての出来事は、すべて自分の心が作り出している。人生を明るくするも暗くするも、心ひとつのおきどころ。従って、
そうした強い心をつくるには、精神感応性能を積極化する必要があり、観念要素を更改しなければならない。その為の方法が「心身統一法」
であり、積極心（虚心平気）を養うための具体的な方法を考案した。その内の一つが「笑い」である。理屈は後にして、笑えば幸福になれる、
笑えば心身共に健康になれる。笑えば周囲の人を和ませ、幸せな雰囲気を作ることが出来る。笑いというのは、
この世の生き物の中で人間だけに与えられた特別な作用である。人間は、この世に「創造の大使命を遂行」する為に生まれてきたのである。
それだけに他の生物と比較にならない恩恵を大きく受けているが、同時に、重い大きな負担も負わされている。従って、実生活において、
他の生物にはない苦しみや悩みもあるが、「笑い」という特殊の作用で程よく調和せよと造物主が天意をもって人間に与えて下されている。
笑いは無上の強壮剤であり、開運剤である。人生は笑いで過ごすことであると説かれたということである。

I have been a member of the Rotary Club of Funaba, a service organization, for about eight years now. We meet every Monday at the Nikko Hotel, Shinsaibashi, on the 32nd floor.
We have a lot of discussions over lunch from 12:30 to 13:30. There was a time when we had a table talk.
You will be responsible for that table talk once every two or three years. That was yesterday. So today I’m going to write about what I talked about in that table talk.

The story that Nakamura Tenpou gave a lecture to His Imperial Highnesses Kita Shirakawa, Takeda, and Togutomo at the residence of Teruhisa Komatsu in December 1918 was called “Laughter”.

昨日４月２４日の日曜日、同業界の親友である?ピ・アイ・オーの社長東田俊康氏の出版記念パーテイーが盛大に行われた。本の題名は「探偵がゆく」、トンチャンこと東田俊康の３８年の永きに亘る探偵経験を軽妙なタッチで書き上げた本である。帯はテレビでお馴染みの大谷昭宏氏が書いている。

実際に本が店頭に並ぶのは５月２０日過ぎになる予定。トンチャンの泣き笑い人生と社会に対する思いの丈を書き綴っているが中々面白い。一読の価値はある、是非お読みいただきたいと思う・・。

パーテイーには何と420名の友人知人が参加、それは盛大なものであった。私は彼と長年の付き合いと云う事も有って、その発起人代表を務めた。420名を前に一番バッターで挨拶する羽目となりドキドキものであったが何とか無事に挨拶する事ができた。人前で話す機会が年齢と共に増えてきたが、出来ることなら避けたいことの一つである。

A whopping 420 friends and acquaintances attended the party, and it was a grand affair. I had to be the first batter to greet the 420 people in front of him, but I managed to make it. Public speaking has increased with age, and it is one of the things you want to avoid if you can.

実質今週より１７年度の企業新年度がスタート。桜の開花と共にのスタートで幸先よし。今朝、醍醐のしだれ桜が５分咲きしているのを放映しているのを観て、エッこんなに、と云う感じでしたが、通勤途上の桜がほんの少しですが開花していました。寒風の中でしたがホッとした一時でした。

今年こそ不況脱出の年にしたい。願うのでは無く、ただ目標に向かって実行あるのみ。さすれば、結果は必ず実りあるものと信じて。

私ども調査業に直接関係する法案「探偵業の業務の適正化に関する法律案（仮称）」が、大分具体化して来たようです。要綱の骨子案なるものも既に出来ているようですが、未だまだ検討課題は山積しています。一部ではつくることが先決との考え方も有るようですが、出来てからの修正は難しい。この問題に関しては、業界が一致団結して当たるしかありません。勢力争いをしているような時ではない。少しでも多くの方のご意見が頂けたらと思っています。

今日４月１日より、弊社の大番頭に命ぜられ社長ブログをはじめることになりました。社長はつらい、トホホ・・。

小生、松谷廣信は、今話題の竹島問題で知られる隠岐島（島根県）の島前（西ノ島町）出身。３１歳で弊社?企業サービスを起業。法人、個人の各種信用調査をメインに２６年間一貫して調査業を営んでいます。

さて、本日４月１日より個人情報保護法が施行されました。私ども調査業に取りましては、この法の運用は一大関心事です。元々はコンピュータ普及による情報化社会の中で、個人情報の大量流出などから個人に思わぬ不利益がもたらされるなどの危惧があり、その管理が問題化した事から、適正な管理を法で義務付けようとしたものです。この事は人権、プライバシーの観点からも当然の事であり、法制化は必然と思います。ところが、法施行が近づくにつれ、日本人の利己主義からなのか、事無かれ主義からなのか、この法施行で一儲けを企んでいる誰かが仕掛けたのか、よくは判らないが、一寸反応し過ぎではと思える事があらゆる場面で出てきている。例えば、「あらゆる個人情報は本人の承諾無しには話してはいけない」と解釈している人もいるようで、何を尋ねても「それは個人情報ですから・・・、申し訳ありませんが何もお話しできません・・」等とのたまう人が非常に多くなっている。例を上げれば切りがないが、このままだと多分、日本は詐欺師集団の天国となり、犯罪天国も間近になるかも知れない。だって、「自分は東大出の大蔵官僚」と名乗ろうと、「一流商社のトップ営業マン」と宣伝しようと、それを第三者が調べる事が不可能になるからです。第三者が本人が言っている事が正しいのか確認したくても、所属先は「本人の承諾を証明するものが無ければ何もお答えできません」というのが正しい答えとなっているからです。これを逆手に取れば、嘘の言い放題、詐欺のし放題です。もう少し、事なかれ主義に走らず、何が正しく何がおかしいか、少し真剣に皆で考えてみませんか・・。

Today, the Personal Information Protection Law went into effect on April 1. For us in the research industry, the application of this law is a matter of great concern. Originally, in the information society due to the spread of computers, there was a concern that the mass outflow of personal information could cause unexpected disadvantages to individuals, and the management of such information became a problem. This is natural from the point of view of human rights and privacy, and I think it is inevitable that this will be enacted into law. However, as the enforcement of the law gets closer and closer, I am not sure if it is out of selfishness on the part of the Japanese people, or if it is out of nothingness, or if someone is trying to make a buck by enforcing this law, but I think we are reacting a little too much to it. For example, some people seem to interpret that “any personal information must not be spoken without the consent of the person”, and no matter what you ask, there are a lot of people who say, “That’s personal information…, I’m sorry, but I can’t tell you anything…” and so on. The examples are endless, but at this rate, maybe Japan will become a paradise for crooks and a criminal paradise is on the way. That’s because it would be impossible for a third party to investigate whether you call yourself “a finance bureaucrat from Tokyo University” or “a top salesman of a leading trading company”. Even if a third party wants to confirm that the person is correct, the correct answer is that the company to which the person belongs cannot answer anything without proof of the person’s consent. If you turn this around, you can tell lies and cheat as much as you want. Why don’t we all think a little more seriously about what’s right and what’s wrong, instead of being a bit of an “it doesn’t matter” kind of person…
