先週金曜日、関西総合調査業協会の総会が無事終了した。ホッとひと安心。
特に揉めることなくなくスムーズな議事進行であったが、6月8日に公布された「探偵業の業務の適正化に関する法律」
が出席会員の最大の関心事であり、国会での審議内容を含め色んな意見が出された。

一寸その事に関連するが、先程昼飯を食べに出た。向かった先は徒歩2分程の所に在る蕎麦屋「なにわ翁」。
小生元々そば好きという事もあるが、ここのざる蕎麦は何とも美味しい。
週に一度は食べないと気がすまないと云う感じでここ2年くらいあしげく通っている。

そこで注文の品が来るまでの数分間、店に置いてある月刊誌「大阪人」に目を通していたら、
最近強烈に感じている事がズバリ書かれていた。

所謂、東京人、京都人、大阪人の気質の違いについてである。「なにわのことは夢のまた夢」と題したエッセイに、江戸時代、
幕府からおふれがでると、江戸の庶民は「まあー、しかたないか」としぶしぶ承諾する。京都の庶民は「そんなん、
かんけいあらへん」と無視してしまう。ところが大阪の庶民は「そりゃあ、殺生でっせ」と反発する。その証拠に、江戸時代、
大阪の歴代町奉行77人中、9人が免職となったが、江戸の町奉行は89人中、4人、京都は８６人中、4人であったという。
如何に大阪は処しにくかったかと云う内容の事が書かれていた（メモをした訳ではないのであくまで記憶の範中）。

この1年、個人情報保護法、探偵業法、戸籍住民票問題と業界に取って過って経験したことのない重大問題が山積し、
関西総合調査業協会では皆が喧々諤々として如何に意見をぶつけていくかと議論し行動もしているが、これが東京では可也ニュアンスが違う。
同じように問題意識は持っているが何処となく、「お上のいう事には・・・」的な感覚が強く感じられ、意見が噛み合わないことが多くあった。

どちらが正しいとかでは無くて、文化の違いと云うか、気質の違いと云うか、どうもそんな事かも知れない。

A little related to that, I went out for lunch the other day. We headed to Naniwa O, a soba noodle shop about 2 minutes on foot.
I’ve always been a soba lover, and this strainer of soba is very delicious.
I’ve been going there for about two years now because I have to eat at least once a week.

So, for a few minutes before my order arrived, I was looking through the monthly magazine “Osakajin” in the shop.
He wrote about something I’ve been feeling very strongly about lately.

In the past year, there have been many serious problems that the industry has never experienced before, such as the Personal Information Protection Act, the Detective Business Act, and the issue of family registration.
In the Kansai Research Association, everyone is arguing and arguing over how to express their opinions, but in Tokyo, the situation is somewhat different.
Although we are all aware of the same issues, there was a strong sense that we should “follow what our superiors say…” and there were many disagreements.

It’s not that one is right or wrong, it’s just a difference in culture, a difference in temperament, or something like that.

「探偵業の業務の適正化に関する法律案」（探偵業法案）が5月19日（金）衆議院内閣委員会を全会一致で通過し、
6月１日（木）に参議院内閣委員会で同じく全会一致で通過した。

業法制定は業界人多くの悲願であり、消費者保護を大前提とした業法ではあるが大変な朗報である。この事を機に、
業界が少しでも健全化の道を歩み、社会的地位の向上に繋がることに期待したいと思う。

ただ、衆参両内閣委員会での議事録を手にして正直驚いた。法案成立の為の妥協と駆け引き、その為の見事なまでの出来レース、
恐れ入りましたとしかしか言いようが無い。しかし、恐れ入ってばかりではおれない内容が一部含まれている。
殆ど審議らしい審議もなされないまま、業の生死に関わるような大きな問題が、質疑・応答の出来レースの中でサラッと流されている。
長年日陰の身におかれたものの僻み根性による取り越し苦労でなければ良いがと願うのみである。

The enactment of the business law is a great wish of many people in the industry, and although the business law is based on the premise of consumer protection, it is very good news. I take this opportunity to say.
It is hoped that the industry will be on a path of sanitation, even if only a little, which will lead to a better social standing.

However, I was honestly surprised when I got the minutes of the meetings of both the House of Representatives and Cabinet committees. The compromise and bargaining to get this bill passed, the brilliantly crafted race to get it passed.
All I can say is that I’m terrified. However, there is a part of the content that cannot be overwhelmed by fear.
With almost no apparent deliberation, major issues that could affect the life and death of a business are being discussed in a question-and-answer format.
I can only hope that this is not a hardship due to my backwardness, although I have been in the shadows for many years.
