小生、４３年の長きに亙ってこの商売（採用調査、人事調査）を続けているが、これくらい立派な履歴書詐称に出くわした事はない。それ程に見事な経歴詐称・・・。

　○年○月　　開成高校　卒業　　同時に、東京大学法学部入学　ストレートで同大学卒業　　同年４月　大蔵省入省　　同年９月ハーバード大学法科大学院入学（国費留学）　３年後同大学院卒業　　帰国し大蔵省退省　三菱商事に就職　４年後にヘッドハンティングで帝国ホテルに就職　３年後再度ヘッドハンティングにより東京ガスに就職、　思うところあり３年の勤務を経て独立、以後、外務省の支援業務に従事し現在に至る。しかも、申告の職務経歴書たるや物凄い実績で、会社貢献度抜群の記述となっていた。

一見、世の中にはこんな凄い人が居るのだな・・・、そんな印象を持たせる履歴書であった。しかも、依頼先は一部上場企業。聞けば、社長面接まで済ませ、一応合格ラインにあるとのこと。従って、申告履歴に大きな相違が無ければ、即戦力の管理職ポストでお迎えしたい意向、との事であった。

しかし普通に経歴確認を試し見ても、今の日本では何一つ確認出来ない。履歴確認と称して、正面から高校、大学にお尋ねしても、「個人情報の関係で、本人以外にはお応え出来ません」。間違いなくそう言われ、確認は出来ない。職歴の、大蔵省、三菱商事、帝国ホテル、東京ガス共に同様の応えで、「本人以外には個人の事は何も言えません・・・」とのたまうのは間違いない。

ところが「蛇の道はヘビ」。弊社の調査員にかかれば、にわか仕立ての詐欺師など、２・３日もあれば真っ裸にされてしまう。

　結果は、お見事としか云い様のない全くの嘘。だって、被調査人は大阪の親元から一度も離れたことはなく、地元の小、中、高校に学び、関西の大学を受験したが失敗、一浪後に再チャレンジするも、やはり思いは果たせず、大学進学を諦めた御仁であった。それもそのはず、高校生時には登校拒否症になり、まともに高校に行っていなかったのだから。従って、以後はフリーターで仕事を転々とし、４０歳余になる今まで結婚もせず、親の脛を齧っている甘ちゃんである事が判明したものである。

面接でそれくらいは判るでしょう・・・。面接官の顔が見たい・・・社長面接までいったって、それ一寸おかしくない？、などとせせら笑う声が聞こえるようであるが、それがそうで無い。

今のネット時代。何でもインターネットを叩けば大体の事は判る。職務経歴書の書き方から面接受験のノウハウまで、事細かく判る。しかも色んな人のコメントが載っている。４０歳にもなり暇をもてあましていれば、就職面接の対応くらい、その気になれば何とでもなるもの。　しかも、個人情報、プライバシイ、人権など個人を保護する法律と政策に包まれ、本人申告を確認する術を行政が国民から取り上げているのだから、詐欺行為をはたらこうとする人に取ってこれくらい恵まれた時代、世の中は無いである。

個人情報保護法が施行され、その解釈で、マスコミを賑わした時、また、戸籍法や住民基本台帳法の一部改正が議案提出成された時、小生は声を大にし、詐欺師天国日本の到来を危惧し、衆議院議員会館から参議院議員会館を必死の思いで廻ったが、耳を傾けてくれる議員先生は殆ど居なかった。それもそのはず、人権、プライバシー、個人情報保護政策に反対し、一票が取れる訳が無いもの・・・。

と言うよりも今の日本、政府そのものが詐欺的行為を大手を振って遣っている。選挙時に掲げたマニフェストなど、それはあの時そう考えていたけれど、政権を担当してみるとそうも行かないので、止め。詐欺は、詐欺を意図して人を騙し陥れる行為であり、我ら民主党は、最初から騙そうとしたのではない。結果的に騙しに近い状況になっているだけで、決して詐欺ではないとのたまうのであろうが？。

「隠岐の国」

　隠岐へ初めて行ったのが1975年の3月でした。
特に知識があったわけではありませんが、地図を見ていて「ここには何かいろんなものがありそう」と思った。多くの人が流された島だし、
朝鮮半島の文化の影響もありそうです。　

「島根県・隠岐は、西の島前（西ノ島町、海士町、知夫村）と東の島後（隠岐の島町）
から成る。後鳥羽上皇、後醍醐天皇ら歴史上の重要人物が流刑に遭った地としても知られる」

　当時はあちこちで「島離れ」が起こっていて、
経済的な理由その他で人々が島から出て行くという状況が加速している時期でした。のちには全国の農村で過疎化に拍車がかかりますが、私は
「今のうちにどこかの島をきちんと見ておかないと」と思ったのです。

　最初に船を下りた知夫里島で熊十郎さんという、
とても人のよさそうなおじさんに出会いました。半農半漁といった生活をしていました。「上がって休んでいきなさい」というのでお言葉に甘え、
アワビの捕り方など興味深い話を聞かせてもらいました。

　それから隠岐には何度か行きましたが、老夫婦を訪ねたのは3年後。
おじさんは亡くなっていました。大雪の日に雪かきをしていて「寒い　疲れた」と言ってコタツに足を入れたら、脳溢血で・・・・。

　「ああ、あの時の人ね。写真を送ってくれてありがとう」と、
おばあさんは私を覚えていてくれました。「じいが｛東京の姉ちゃんが、こんなに大きく伸ばしてくれた｝と、とても喜んでいた」と言います。
今度はおばあさんとの付き合いが始まりました。

　隠岐の四つの島は、どこにも深い文化が根付いています。84年に出した写真集
「隠岐の国」を見ながら説明しましょう。向こうでは「隠岐の島」ではなく「隠岐の国」と言っているのが印象的でしたね。

　古来の日本文化が至るところに残っていました。産小屋での出産。

私は負けた牛の涙に感動しました。飼い主の話を聞いて「まさか、それは汗だろう」と思いましたが、見比べると確かに、
負けた牛だけが目をぬらしているのです。

　文化は、急には生まれない。
その土地で長い時間をかけて培われたものだと実感しました。殆どが隠岐で生涯を終えた流人を慰めながら共に過ごし、一生を見守った島の「心」

知夫里の老夫婦の話からフッと思い出した。私が高校３年の時のこと。高校は海士町にあり、僕は船で通学していた。その船の中で、
「松谷君ってここにいるかな・・、船の上で私を探している青年が居た。」「何でしょうか・・・」「いや、
今日僕達は君の家に泊めてもらう事になっているんだよ・・・」、「エッ、そうなんですか・・・」、「だからお家まで案内して欲しい・・」
とのこと。仕方なく、ぶっちょう面で家まで案内した。

母に後で話を聞くと、浦郷からの帰り、道端で出会った旅行客（青年）に、何かたずねられ、話をしている内に、無銭旅行に近い感じで、
今日寝泊りするところも決めて無い事が分かったらしい。可愛そうに思った母は、「それなら今夜は家に泊まりなさい・・」
と云う事になったらしい。その夜のおかずは魚の煮つけであったのを何故か覚えている。また、その無銭旅行の青年は、実は京大の学生で、
その夜、僕はその京大生に「勉強はしっかりしろ・・・」と説教がましく諭されたのだ・・・。懐かしいセピア色の思い出であるが、
昭和３０年代の隠岐の国は、そんな民度の島であった。

と題した本である。早速、睡魔と闘いながら、読んでみた。驚いたね・・・、外国メディアは何でこんな事で驚き、感心するかと？。

　アジア、ＥＵ、アメリカの何れのメディアも、未曾有の大震災に圧倒されながら、
日本人の秩序正しさと忍耐力に驚嘆し、真の先進国を観た・・・、日本は間違いなく復興するし、我々は日本の小市民に学ぶべき事が多々ある、
的な事を世界中のメディアが報じているのである。例えば、被災した外国人を、被災した日本人が援助する行為とか、
給水や食料配布に並ぶ被災者の列に、割り込みが無いこと。渋滞中の車がクラクションを鳴らさないこと、暴行や略奪が無いこと、
物価の急騰が無かったこと、等々。

　日本人の感覚だと、そんなに驚く様な事なのかな？、別に普通では？。
少なくともニュースで流すほどの珍しいことでは無いのでは、と思う。ところが、その本によると、アジア、アメリカ、ＥＵ各国に於いては、
驚嘆に値する出来事の様である。

　そういえば、江戸末期から明治初期にかけ、来日した外国人が、
日本人の礼節を重んじる姿勢に脅威したとの話を聞いた事があるが、元々日本人はそうであって、驚くべき事でもなければ何でもない。ただ単に、
それが日本の文化なのだ。

　「災い転じて福となす」では無いが、これを機に、
日本はもっともっと日本の文化に誇りを持ち、外人コンプレックスから脱却し、堂々と自己主張する外交に転じて貰いたいものだ。
奥ゆかしく控えめ、黙して語るが日本の文化と言えば、それはそうだが、文化の違いを文化の違いだけで片付けてはいけない様にも思う。

　話はコロッと変わるが、先般、
立川志の輔の落語を聴いた。出し物は「中村仲蔵」。
凄いの一言に尽きる！！。上方落語とは一味も二味も違い、話に引き込まれるとはこのこと。これからは、志の輔師匠が関西に来れば、
絶対に聞き逃さないぞ・・・、そんな決意をさせられるほど感動した。同時に、
談志の高座を生で聴きたかったなー　とつくづく思った。これぞ正しく日本の文化。
