今週月曜日（７月３０日）、所属する船場ロータリークラブで、「職奉卓話」を行った。

ロータリークラブの４大奉仕の一つに「職業奉仕」と云うのがある。所謂、自分の仕事、職業を通じて社会に如何に奉仕するか、
それを学ぼうと言うのである。その一環として昨年より「職奉卓話」と云うのが行われる事になった。
目的は単純に会員相互の仕事をお互いにもっと知り合おうと云う事である。

人前で話すのは苦手であるが、順番が廻ってくれば絶対に逃げる事は出来ない。そこで、何時もの独善的な話になったが、
以下の内容を話し、お茶を濁した。

「職奉卓話」　　松谷　廣信

　創業３５年。法人企業をクライアントとし、人事調査を主に行っています。比率は、採用６０％
、特殊人事２０％、企業信用１０％、その他１０％と言ったところです。しかし、最近は非常に人に関する情報入手は難しくなっており、
仕事がし辛くなって来ています。

偏ったプライバシー意識の高まりや個人情報保護の行き過ぎた運用などに起因していると思われますが、今では、
個人情報は本人承諾なくしては入手してはいけないものの様に思われています。

個人情報保護法は、「個人情報取り扱い業者」（５千件以上の個人情報を体系的に管理し、
これを業務のように供する者）を対象とした法律ですが、一般家庭の主婦までが、「個人情報取り扱い業者」
であるかの如き解釈をしているようで、「それは個人情報ですから言えません・・・」と云うのが常套句になっています。

私どもの仕事の一環ですが、就職の際に応募者が提出する履歴書が正しいか否か、
その確認さえ出来なくなって来ています。学校は卒業確認に応じない、企業は在職確認に応じない、役所は住民票も戸籍も出さない。
全て個人情報保護が理由です。

従って、今では相手が何処の誰か確認するすべがなく、
相手が言う事をそのまま信用せざるを得ない状況に陥っています。こんな事は、騙されて始めて気がつきますが、騙されるまでは、
個人情報が保護されることは良いことだ、と単純に考え、疑問を持たないようです。個人情報に全て蓋をし、
相手が何処の誰か判らない社会を作って、人間のコミュニティー社会は成り立つのでしょうか・・・非常に疑問に思っております。

私ども調査会社の仕事は、リスクマネジメントの観点から、事を成す前、
事が起こる前に調べるのが仕事です。警察や司法関係者は、大半は事が起こってから調べるのが仕事です。しかし、
現実の社会は事が起こってからでは遅いのです、後の祭りでしかありません。しかし、役所は事が起こってからの調べには理解を示しますが、
事が起こる前の調査には極めて否定的です。こう言うのを、本末転倒と云うのでは。

覆面社会の到来が目前に迫り、詐欺師天国が形成されつつあります。今一度、
官民一体となって個人情報の取り扱いには議論を重ねる必要がある様に思えてなりません。

This Monday (July 30), I gave a presentation at the Rotary Club of Funaba where I belong.

One of the four major services of a Rotary club is called Vocational Service. So to speak, how to serve society through one’s work and profession.
I say let’s learn it. As a part of the program, we have been holding a “job-table talk” since last year.
The purpose of the meeting is simply to get to know each other’s work better.

I’m not good at public speaking, but when it’s my turn, I can’t run away from it. So, to my usual self-righteousness.
We talked about the following and muddied the tea.

The company has been in business for 35 years. He works with corporate clients, primarily in the area of HR research. The ratio is 60% for recruitment.

Personal information is considered to be something that should not be obtained without your consent.

The Personal Information Protection Law provides for “personal information processors” (who systematically manage more than 5,000 cases of personal information, and who are responsible for the management of personal information).
However, even ordinary housewives are considered “personal information handling companies”.
It is a common saying, “I can’t tell you that because it is personal information…”.

It is part of our job to ensure that the CVs submitted by applicants for jobs are correct or not.
It’s becoming impossible to even confirm this. Schools don’t respond to graduation verification, companies don’t respond to employment verification, and government offices don’t produce residency cards or family registers.
The reason for all this is to protect your privacy.

So now there’s no way to tell where they are or who they are.
You’re in a situation where you’re forced to trust what the other person says at face value. This is the kind of thing you realize when you start getting duped, but it’s not until you get duped that you realize
They simply think it’s a good thing that their personal information is protected and don’t seem to question it. I’m going to put a lid on all the personal information.
I am wondering if a human community society can be built by creating a society where people don’t know who or where they are.

From the perspective of risk management, our job as a research company is to ensure that we are able to provide the best possible service to our clients before the event is completed.
It’s my job to find out before things happen. Police and law enforcement officials are mostly tasked with looking into things after they happen. However.
In the real world, it’s too late for things to happen, it’s only after the fact. But officials are understanding of what they’re looking into after the fact.
I am extremely negative about the research before things happen. This is what I call the ultimate mistake.

With the arrival of the undercover society on the horizon, a con man’s heaven is being formed. Now, once again.
I can’t help but think that the public and private sectors need to work together to discuss the handling of personal information.

昨日、近畿島根県人会の理事会が北区西天満の島根ビルで開催された。

なんと近畿島根県人会は今年創立５０年になる。そこで、５０周年記念事業を企画。「神々の国しまねフェアー」と題し、物産と観光の一大イベントを行う事となった。

　開催日時は平成２４年１１月１８日（日）、場所は大阪ビジネスパーク。ツイン２１の１階アトリウム、南プラザ、円形ホールを使用し、６，０００名の集客を見込んでいる。

　６，０００名と云う数字が何処からはじき出されたのかの報告は無かったが、大変な数字である。集客は各地区会が中心となるが、インターネットなどあらゆる媒体を使い広く広報に努めて欲しいとの要望があった。

　島根をこよなく愛す小生が協力しない訳には行かない。そこで、世界各国に当ブログを通じ広報することにした。

　会費も入場料も無料。１１月１８日当日、１１時から１７時までの開催で、島根県下各市町村が物産を行う他、郷土芸能の石見神楽、安来節、隠岐民謡、太鼓、踊り、歌など様々な出し物で、子供から高齢者まで幅広い年齢層が楽しめるイベントを企画している。

　石見神楽がただで観れ、隠岐民謡がただで聞けるのですよ・・・。そして島根の物産が格安で手に入るのです。参加しない訳には行かないでしょう、島根県人は勿論、何の関係もない人もOK、是非顔を出してやって下さいませ・・・。

The board of directors meeting of the Kinki Shimane Kenjinkai was held yesterday at the Shimane Building in Nishitenma, Kita-ku, Tokyo.

The Kinki Shimane Kenjinkai will be celebrating its 50th anniversary this year. Therefore, a 50th anniversary project was planned. The event was titled “Shimane Fair, the land of the gods” and it was a big event of products and tourism.

It will be held on Sunday, November 18, 2012, at Osaka Business Park. It will use the Twin 21 first floor atrium, south plaza and circular hall and is expected to attract 6,000 people.

There was no report of where the figure of 6,000 was derived from, but it is a very large number. Each district meeting will be the main attraction, but there was a request to use all kinds of media, including the Internet, to promote the event widely.

I love Shimane so much that I can’t stop cooperating with it. Therefore, we decided to promote this blog to all over the world.

The event will be held from 11 a.m. to 5 p.m. on the day of November 18, and will be enjoyed by a wide range of people of all ages, from children to the elderly, with local performing arts such as Iwami Kagura, Yasugi-bushi, Oki folk songs, drums, dancing, and singing, in addition to local products from municipalities throughout Shimane Prefecture.

You can watch Iwami Kagura for free and listen to Oki folk songs for free… And you can get Shimane’s products at a discount. There is no reason not to participate, of course, Shimane people, even those who have nothing to do with it are OK, please come out and do it by all means….

大津市の中学２年生がいじめが原因で自殺した事件を受け、橋本大阪市長が涙の会見をしていたが、一般の小市民は皆同じ感覚であろうと思う・・・。

　今朝の読売新聞に、この事件に関連して、こんな記事が出ていた。

市教委によると、「自殺の練習」は、生徒１６人が回答に記していた。うち実名で回答した４人には聞き取りをしたが、事実は確認できず、それ以上の調査もしなかったという。加害者とされる同級生らにも聞き取りを行う機会はあったが、「練習」については一切尋ねなかったとしている。　その理由について、市教委は読売新聞に対し、「事実確認は可能な範囲でしたつもりだが、いじめた側にも人権があり、教育的配慮が必要と考えた。『自殺の練習』を問いただせば、当事者の生徒や保護者に『いじめを疑っているのか』と不信感を抱かれるかもしれない、との判断もあった」と説明。結局、事実がつかめなかったとして、非公表にしたという。

「人権と教育的配慮」、如何にも頭デッカチの教育者や学者が考え言いそうな言葉である。

　虫唾が走ると云うか、気持ちが悪くなると云うか、こんな報道に接すると、一日気分が悪くなる。従って、最近は出来るだけ３面記事は読まないようにしているが、今朝は、「かがい者の人権」と云う文字に目が止まり、じっくりと読んでしまった。結果未だに気分が悪い。

　その前、京都の亀岡で、集団登校中の小学生が居眠り運転で暴走してきた車に跳ねられ、一度に１０名が死傷した事件があった。その後、加害者の親が被害者の親族に謝罪がしたいとの思いから、警察官に被害者の氏名住所を聞きだした事が問題視され、個人情報を洩らした警察官や教頭が公務員の守秘義務違反で懲戒処分を受けた、との記事を目にした。

　これについてもいささか違和感を感じる。

　善意と善意、情と情が絡み合って、お互い良かれと思ってした行為が罰せられる。

　人ひとりの大切な命が失われたにも関わらず、人権に配慮し、原因の追求もままならない。

　法律や規則は最低限のルールであり、人間として人が生きる上では、善意とか情けとか、法律や規則などより遥かに尊く大切なものがある。にも関わらず、人権や個人情報の名のもとに、人間らしい行為がないがしろにされて来ている。

　人権の保護、個人情報の保護、いずれも非常に大切なことで、国家権力がこうしたことを軽視すると、検察の不祥事ではないが、大変な事になる。しかし、権力も何も無いコミュニティー社会の中で、人権と個人情報保護を錦の御旗のごとく持ち出すと、これはこれで大変なことになる。

　本末転倒という言葉があるが、最近の社会は、法律や規則に縛られ、何のためにつくられた法律や規則なのか、所謂、立法趣旨を全く無視した運用がなされ、本末転倒の住みにくい社会が形成されつつあるように思えてならない。

Osaka Mayor Hashimoto gave a tearful press conference after an incident in which a second-year junior high school student in Otsu City committed suicide due to bullying, but I think all ordinary citizens must feel the same way…

There was an article in this morning’s Yomiuri Shimbun related to this case.

According to the city’s school board, “suicide practice” was noted by 16 students in their responses. Four of the respondents were interviewed by their real names, but the facts could not be confirmed and no further investigation was carried out. He said he had an opportunity to interview the alleged assailants’ classmates, but did not ask them about the “practice” at all.　About the reason, the city school board told the Yomiuri Shimbun, “The fact check is going to be within the range that was possible, but the side that bullied also has human rights and thought that educational consideration was necessary. In the end, he said, he decided not to make it public because he could not find out the facts.

Human rights and educational considerations” are words that any educator or scholar with any kind of brain would think.

I feel sick all day long when I’m exposed to this kind of news. This morning, however, the words “the human rights of the sick” caught my eye and I read them carefully. I still feel bad as a result.

Earlier, in Kameoka, Kyoto, 10 people were killed or injured when a group of schoolchildren were hit by a car that ran out of control while they were napping. Afterwards, the fact that the parent of the assailant asked the police officer for the victim’s name and address from the thought that the parent of the assailant wanted the victim’s relatives to make an apology was regarded as a problem, and the police officer and the superintendent who leaked personal information received a disciplinary action for the violation of the confidentiality obligation of a public official, and saw the article.

I feel a little uncomfortable about this, too.

Good intentions are intertwined with good intentions, and affections are intertwined with emotions, and the act of thinking well of each other is punished.

In spite of the fact that each person’s precious life was lost, there is no consideration for human rights and no pursuit of the cause.

Laws and rules are the minimum rules, and there are things that are far more precious and important than good intentions, mercy, and laws and rules in human life. In spite of this, in the name of human rights and personal information, human behavior has been disregarded.

The protection of human rights and the protection of personal information, both of which are very important, and when the state powers downplay these things, it’s not prosecutorial misconduct, but it’s a big deal. However, in a community society where there is no power or anything, this is a big problem when you bring up human rights and personal information protection as if it were a banner.

It seems to me that society these days is bound by laws and regulations, and the laws and regulations are operated in a way that completely ignores the purpose of the so-called legislation.
