昨日7月7日、船場ロータリークラブの初例会が北区のウェスティンホテルで開催された。
船場ロータリーの例会場は中央区の日航ホテル32階であるが、初例会や新年例会など特別な例会は場所を変えて行うのが通例となっている。

7月に初例会？、と思われるでしょうが、元々ロータリークラブの発生はアメリカであり、ルール等も何かとアメリカぽいものが多い。
そこで、ロータリー年度も7月1日から翌６月30日と定められている。

で、今年度、小生、「幹事」
の大役を仰せつかった。ロータリーと云うのは読んで字の如くで、まわるのである。マーク（エンブレム）も、その通り歯車である。所謂、
皆が平等で役務も１年毎に廻る（変わる）、しかも、指名されたら文句を言わずに受けると云うのが暗黙のルールとなっている。ただ、会長、
幹事は大役と云うこともあって、会長は就任２年前に使命を受け、副会長、会長ヱレクトと２年間の研修期間を経て就任、
幹事は１年前に指名され副幹事を経て幹事となる。

来年６月末まで１年間、何かとクラブの雑務と会長の補佐役を務めなければならない。所属する船場ロータリーは、
今期４７名で２１年目のスタートとなる。創立時５０名でスタートし、１０年で約７０名（私が入会した時）
と順調であったが以後衰退の一途で一時４５名にまで減り、２０周年には何とか５０名にまでは挽回しようと頑張った。
結果４９名で２０周年を迎えたが、２０周年を機に２名の退会者があり、今期は４７名のスタートと相成った。

会員数４７名とは云え大半が会社経営者で業種も違う。海千山千というか、小なりと云えども一国の主の集まりであり、
個性豊かな人が多いのは当然のこと。その集いの幹事役である。何とか船出はしたものの船頭多くして船すすまずでは困る。
昨日の懇親会でも８０歳の最長老より、「会の運営は会長が３割、幹事が７割。幹事の力量で会の良し悪しが決まる・・。
頑張れ・・ただ肩を張らずに」とのお言葉を賜った。何とも・・トホホ・・・である。

免許証のコピー送ったところで、本人はこっちにおるのに、どうして本人確認するんだ・・・、 全くバカな・・、色々理屈をこねてみたらしいがらちがあかなかったらしい。

一旦電話を置いて、直ぐに役場に居る姪（昨年まで戸籍係り）に電話、事情を話し、「とにかく急ぐから戸籍取って送ってくれ」と頼む。ところが、姪も役所勤めで係官の言う事はよく判る、
「そら、やっぱり無理だけん」、もー、
話にならん。そこで、小生に電話をしてきたものらしい。

で、「お前、町長に電話して・・・」となった訳。「町長がそんなこと・
・、そら無理だわ・・」、「ほなどないするねん・・・、郵便往復している時間がないねん・
・・。」　　そこで考えた・・・？。　今のところ兄貴からの電話はない。何とか上手く行けたかも・・。

隠岐の島の孤島、僅３，０００人程の島で大半が顔見知り、年賀状の交換くらいはしているし、帰郷すれば、
「ヤー、元気かエー」「どげしてござっかの・・」等と声を掛け合う中でありながら本人確認が必要、しかも免許証か何かで・・・。
そら、頭に来るはな・・・。 しかし法は絶対である。誰が悪い訳でもない。

昨年まで公開原則であった戸籍の取得でである。戸籍には個人情報やプライバシーがあり、他人が勝手に取ることは適当でない、
との考え方から取得に厳しい制限が加えられ、自分の戸籍をとるのでさえ、こんな事になる。
戸籍公開の是非については私なりの意見はあるが法改正が行われてしまった今更自説をぶり返そうとは思わない。
しかし、戸籍が事実上非公開になった事により、身分詐称の有無の確認が取れなくなった。

今の世の中、あらゆる物の偽装、偽造が可能である。戸籍、住民票、運転免許書、
卒業証明書など、偽造を商売にしている人さえいる。その気になれば素人でもそう難しくはないようである。所謂、
身分を証明する資料の偽造が意外と簡単に出来るのである。ところが、個人情報とかプライバシイを理由に、
第三者がその身分証明を確認する手段を法的に出来なくしている。従がって、
偽造が大手を振ってまかり通る事となる。

身分証明の資料でさえ偽造可能なのだから、口頭での名前、経歴、身分、住所などは言いたい放題である。名詞、
履歴書なども作り放題である。第三者が確認する手段は、個人情報保護やプライバシイ保護の観点から厳しく制限されており、
一部では確認することが人権侵害であり、その為の調査を悪ととらえる風潮さえある。

土地や建物は法務局への登記が義務づけられ、所有権者や担保設定の状況、また、その履歴も詳細に記載されており、
誰でもが閲覧・取得できるようになっている。当然の事である、そうでなければ、
他人の不動産を偽って売買などと云う事が日常茶飯事におこるから。

ところが人の事に関しては、その確認の為の閲覧・取得を、今回の戸籍法の一部改正で出来なくしてしまった。悪いやつほどよく眠る・・
何の心配も無くスヤスヤと・・・、身分詐称に法的擁護を得て。

味噌もクソも一緒にするな！、人を何と心得おるか・・、ばか者！　。
有識者なる人権の偉いさんの”お叱り”が今にも聞こえそうである。だが、「人は」
この世に造られた物の中で最も優秀な霊長と言われる存在である、と思うが故にである。「人権」
が如何に大切なものであるか、と思うが故にである。

された、との噂も耳にしている。ところが当協会は何時もシャンシャンで、正直気抜けするくらいであるが、これも良いのか悪いのか、
たいした意見も何も無いと言う事は、会員が協会運営に無頓着で関心が無い現われ、とも取れなくはない。判断に迷うところである。

それにしてもこの調査業界の不況は酷い。何が原因なのか・・・？。関西経済の低迷に起因し、
経営者もサラリーマンも夜遊びをしなくなり、家庭をジッと守っている奥さん方が、夫の浮気の心配をしなくなった。その為、
尾行調査など浮気調査の依頼が少ないのだ・・。と説く人も居る。なるほどと思わなくもない。だが、知らぬは妻ばかりなり、
男の浮気心はそんな事くらいでやまるものではない、と説くごじんもいる。それも、なるほどとうなずけるが、何が本当やら。正直、
私は大衆調査系の事はよくわからない。

ただ、弊社が専門で行う人事調査、特に採用調査に関しては、
厚生労働省をはじめとした行政機関の行政指導及び人権擁護団体の運動の成果の現われである。「採用調査は差別につながるおそれがある」
従って、「調査は反社会的行為である」と言った論法である。所謂、一昔も二昔も前の採用調査をもとに、
今でも採用調査に差別の意図があるかの如く説いている。全くの誤解である。

採用調査は、あくまでも申告履歴が正しいか否か、
職業適性能力は、勤務態度は、就業意欲はなど、
応募者の自己申告の正否と職務能力を調べるのであって、差別とは別次元のものであるが、
「つながるおそれ」を前面に押し出し、行政指導をしているのである。「つながるおそれ」で物を言えば、

が錦の御旗の如く通用するようである。

何も製造原価が上がった為でもなんでもない。よくは判らないが、将来のエネルギー不安をネタに、投機が投機を煽り、
世界的バブル現象を呈している。そして、一握りの投機筋の思惑で世界中の経済が狂い始めている。
実体の伴わない資本主義経済の恐ろしさである。

秋葉の事件もそうだが、全てがゲーム感覚で動いているのでは。人の命もゲーム感覚、世界経済もゲーム感覚。
ゲームがゲームの範囲であれば良いが実体がゲームに動かされ、何かおかしくなっている。

「本当」と云う事を今一度皆が真剣に考えなければ成らない時代に入っているように思う。

5月のゴールデンウィークに汗水たらして開墾した我が家の菜園のその後。

1週間を置いて翌日曜日、いそいそとホームセンターに出掛け各種の苗を購入。先ずは地上に出来る物からと思い、トマト、きゅうり、
なすび、ピーマン、ししと、枝豆の他、油粕、果実肥料等を仕入れ、早速我が家の菜園に植え付けをした。後は、お天気と苗自身の生命力任せ・・
・。いい気な者である。

庭を開墾した菜園ゆえ、当然のことながら土は痩せこけており、栽培者はずぶの素人。可哀そうなのは苗木である。
ところが栽培者は成すすべを知らない。トマト、きゅうり、なすび、ピーマン、ししと、枝豆の子供はまさにてて無し児である。しかし、
自然の力は凄い、親は無くとも子は育つ。

苗は自力で立派に成長してきた。一寸した感動ものである！！。
