カンボジア訪問報告NO2

この度訪問したカンボジアのタサエン村は、カンボジアでも最貧の地域で、タイと国境を接し、内戦時、ポルポト軍が最後の砦とした所である。村の住人は大半が元ポルポト軍の関係者。ポルポトが倒された後、そのままこの地に残り、荒地を開墾、キャッサバを植え、その収穫で細々と生計を成してきた来た村である。周囲は地雷だらけと云っても過言では無く、周辺のあちこちが地雷原となっている。

調査によると、カンボジアに埋設された地雷は、300万から500百万個とも云われるが、1年で撤去処理(各国の支援等によりCMACシーマックを中心に行われている)される地雷や不発弾は、最近でも2万個内外と云われ、全ての処理が完了するのは、100年以上かかるとさえ言われる状況にある。

こうした地に単身乗り込み、村人に地雷探査とその処理技術を教え、村人と共に地雷処理に邁進しているのが、小生の自衛隊の同期、高山良二氏である。彼の活動には、ただただ頭が下がる。

その彼が、前々から、「一度来てくれ」と声を掛けてくれていた。その声に応え、女房と一緒に訪問したのが一昨年の暮れ。その時の、カルチャーショックと村人に触れての感動から、小学校の寄贈を決意した。完成したのが昨年の6月末。そして、その学校訪問を目的に今回の訪問となった。この事は、前回のブログで紹介し、写真も添付したが、今日は少し時間があるので、この地と村人の生活風景も交えて、もう少し丁寧に紹介する事にする。

カンボジアは王国。通称カンボジアは、インドシナ半島に位置する東南アジア立憲君主制国家。東にベトナム、西にタイ、北にラオスと国境を接し、南は南シナ海に接する。首都はプノンペン。国民の90%以上がクメール語(カンボジア語)を話し、仏教上座部仏教)を奉ずるクメール人カンボジア人)である。

行政組織は、最小単位が村、村が数村集まりコミューン、コミューンが数地区で郡、郡が集まり州、州は25州ありカンボジア王国となっている。ところが、地区により違いはあると思うが、村にもコミューンにも群にも行政官らしい人はいない。集会所的な建物はあり、村長、コミューン長、郡長は居るが、事務官らしい常勤の人は居なく、集会所的な建物には1人、2人姿は見えるが、椅子があるだけで机はない。

州になると行政事務官は居るようであるが、所謂、日本の市町村単位では行政官らしい人が居ないのである。また、警察組織は有り、警察署長も居るが、警察署的な建物は無く、常勤はしていない。タサエン村でお会いした警察署長は、昼間は農業に勤しみ、夜は私の友人、高山氏の宿舎警備にバイトで来ている。夕方6時から朝6時まで鉄砲を担いでハンモッグで寝ている。

また、郵便局はない。従って郵便物は届かない。車は日本車ばかり、トヨタ、日産、ホンダ、マツダと相当走っているが、信号は全くなく、常時クラクションを鳴らし走る。運転者は殆ど無免許、だって教習所もなければ試験場もない。バイクは非常に多く、小学生も普通に乗っているが、勿論無免許で2人乗り、3人乗りが普通。牛も鶏も犬も放し飼い、隣近所を走り回っており、どれが隣の鶏でどれが自分家のか判らない。朝早くにコケコッコーと鳴いていた鶏が夕食の食卓に出てくることも。それも隣のか自分家のかよく分からない(高山に聞いてもよく判らないという)。

ところが、男女関係はかなりキチッとしており、日本では当たり前となっている「出来ちゃった婚」など先ず無いと云う。結婚は基本婿入り。男が女の家に嫁ぐのが普通である。そして、結婚式の後、10月10日すると大体は子供が生まれるという。だから子供は多い。パンツひとつで走り回っており、屈託がなくとんでもなく目がきれい。真黒な目が光り輝いている。正直この目には感動する。

 

宿舎の警備についてくれている警察官の小銃を借り、昔取った杵づかと気取ってみる。驚くなかれ、この小銃には実弾36発が入っているが、躊躇なくそれをそのまま貸してくれた。

前日の夜中の豪雨で道路がぬかるんでおり、相当運転には注意を要す。

途中、トラックがぬかるみにはまり動けなくなっていたため、急きょ道路脇の畑に迂回路をつくり何とか目的地(学校)に向かうことが出来た。日本では考えられないが、畑が臨時道路になるなど普通の事で、それを畑の所有者が、とやかくいう事もないらしい。

村人がヤシの実を切ってくれた。正に純粋のヤシジュース。隣の女性はベトナムで日本語学校の先生をしているらしいが、たまたま高山の宿舎で一緒になり、同行してくれた。

学校訪問が終わると、同行した郡長他、コミューン長や村長が小生一行を村のレストランに招待してくれた。レストランの横で当日の調理をしてくれているところ。

目の前で調理して頂いた料理を車座になっていただいているところ。言葉は全くつうじないが、歓待してくれているのは十分に分かる。とにかく皆がおおらかというか純朴というか、少しはにかんだ感じの笑顔が全てを物語っている。高山がこの地に骨を埋めようと考えたのも、すこし理解できる思いがした。

The village of Thasaeng in Cambodia, which I visited this time, is one of the poorest areas in Cambodia, bordering Thailand, and was the last stronghold of Pol Pot’s army during the civil war. Most of the residents of the village are former Pol Pot military personnel. After Pol Pot was defeated, the village remained here, cultivating the wasteland, planting cassava, and earning a meager living from the harvest. It’s no exaggeration to say that the surrounding area is full of land mines, and there are minefields all around.

According to a survey, the number of mines and unexploded ordnance buried in Cambodia is estimated to be between 3 and 5 million, but the number of mines and unexploded ordnance to be removed in one year (mainly by CMAC Siemak with support from various countries) is estimated to be 20,000 or more, and it is said that it will take more than 100 years to complete the entire process.

Mr. Ryoji Takayama, a fellow member of the Japan Self-Defense Forces, has gone into these areas alone, taught the villagers about mine detection and disposal techniques, and has been working with them on mine disposal. I just can’t help but bow to what he’s doing.

He had been asking me to come and see him for some time now. It was the end of the year before last when I visited this place with my wife in response to her voice. He decided to donate the primary school because of the culture shock and the impression he had on the villagers. It was completed at the end of June last year. And this visit was for the purpose of visiting the school. I wrote about this in my previous blog and attached some photos, but today I’d like to introduce this place and the life of the villagers a little more carefully.

Cambodia is a kingdom. Cambodia is a constitutional monarchy in Southeast Asia, located on the Indochina Peninsula. It is bordered by Vietnam to the east, Thailand to the west, Laos to the north, and the South China Sea to the south. The capital is Phnom Penh. More than 90% of the population speaks Khmer (Cambodian) and is a Khmer (Cambodian) devotee of Buddhism (Theravada Buddhism).

The administrative structure of the Kingdom of Cambodia consists of the smallest unit of villages, communes with several villages, communes with several districts, counties with several districts, and provinces with 25 provinces. However, there is no one who looks like a government official in the village, commune or group, although there are some differences between districts. There is a building that looks like a meeting place, and there is a village mayor, a commune head, and a county mayor, but there is no full-time clerk, and one or two people are visible in the meeting place-like building, but there are only chairs and no desks.

There are administrative officers in the provinces, but in Japan, there are no administrative officers in the municipalities. In addition, there is a police organization and a police chief, but there is no police building and no full-time staff. The chief of police I met in Tasaen village is working in agriculture during the day and part-time security for my friend Mr. Takayama’s quarters at night. He sleeps in a hammog carrying a gun from six in the evening until six in the morning.

Also, there is no post office. Therefore, no mail will be delivered. All the cars are Japanese, Toyota, Nissan, Honda and Mazda, but there is no signal at all and the car is always honking its horn. Most drivers are unlicensed, because there are no driving schools or testing grounds. There are so many motorbikes, even elementary school students usually ride them, but of course it’s normal for two or three people to ride them without a license. Cows, chickens, and dogs are off-leash, running around the neighborhood, not knowing which is the neighbor’s chicken and which is theirs. The chickens that had been crowing early in the morning may now be at the dinner table. I don’t know whether it’s next door or my house (even if I ask Takayama, he doesn’t know).

However, the relationship between men and women is quite tight, and there is no such thing as a “marriage gone wrong”, which has become the norm in Japan. Marriage is basically a son-in-law. It is normal for a man to marry into a woman’s house. Then, after the wedding, on October 10th, they usually have a child. That’s why there are so many kids. He runs around in just his shorts, and he is not carefree and has beautiful eyes. His pitch-black eyes sparkled. Honestly, I’m impressed with these eyes.

I borrowed the rifle of the policeman who is guarding my lodgings and tried to act like a pestle I took in the past. Not surprisingly, the rifle contained 36 rounds of live ammunition, but he didn’t hesitate to lend it to me as is.
