サボテンの花、見たことありますか？。「花の命は短くて・・・」の代表的な花で、咲き始めてからしぼむまで約24時間、しかも年に１度と云うのが普通（時には２度・３度咲くこともある）。しかも極めて儚い花で、１人寂しく夜中に咲いて、日の出と共にしぼんでしまう、と云うイメージがある（小生が勝ってに思っていた・・・）。ところが、今年はサボテンの当たり年なのか、我が家のサボテンも会社のサボテンも見事な咲きっぷり、しかも昼日中これみよがしに咲き誇り、小生の目と心を和ませてくれ たのが今日の出来事。

弊社の階段踊り場にて何の手入れもせず、自然のままに放置されているサボテン。でも凄い生命力で毎年数が増えている。そのサボテンが健気にも一昨日（６月１７日）の早朝から開花しようと突然頑張り始めた。普通は一つのサボテンから一花しか咲かないが、何故か今年は感じが違う。親サボテンが一挙に４つ花芽を伸ばしてきた（左側のサボテン）、右側４つは子供。

これは我が家のサボテン。会社のサボテンの親で、１ケ月程前に撮ったもの。毎年花はひとつしか咲かなかったが今年は一度に４つも咲いた。

以下、２４時間のサボテンショー

Have you ever seen a cactus flower? It is a typical flower with a short life span, and usually blooms once a year (sometimes two or three times) for about 24 hours from the time it begins to bloom until it deflates. They are very ephemeral and I have the image that they bloom in the middle of the night when they are alone, and then fade away when the sun rises (I thought so). A cactus is left in its natural state on our stair landing without any care. But it’s a great life force and the number is increasing every year. The cactus suddenly started to bloom in the early morning of the day before yesterday (June 17). Usually only one flower blooms from one cactus, but for some reason this year, the feeling is different. The parent cactus has developed four flower buds in one fell swoop (the cactus on the left) and the four on the right are children.

身元調査とは、人に関する調査の総称であり、非常に範囲は広い。一般的によく知られる身辺調査、浮気調査、所在調査、家出人調査なども身元調査の範疇であり、結婚調査、採用調査（雇用調査）、会員調査、保証人調査、個人信用調査、尋ね人調査なども身元調査であり、極めて守備範囲は広い。

　ところが使う人によって身元調査の概念は違う。例えば行政が発行する冊子やパンフなどにも身元及び身元調査の語句はよく出て来るが、語句の定義は定まっていないようで、非常に曖昧な使われ方をしている。また、運動団体が使用する場合でも定義はなさそうである。30年ほど前に大々的に展開された「身元調査お断り運動」など、その典型で、「身元調査お断り」の垂れ幕や看板が役所の玄関に堂々と置かれ、堺市などでは戸別にステッカーが貼られたりしていた。ところが、この身元調査がどの範囲の調査をさしているのかハッキリとせず、運動の当事者も今ひとつ明確では無かった様に思う。

　以前、大阪府の労働部と「採用と人権」（労働部発行の企業向け啓発冊子）について話し合いをした事がある。その席で「採用と人権の中に身元調査の語句が頻繁にあり、ここで云う身元調査の定義を教えて欲しい」とお尋ねした事があるが、出席していた行政官の誰もが答える事が出来なかった、と云う事があった。

　所謂、使う人、受け取る人によって身元調査の概念は違うのに、共通の概念を持っているのかの如く一般的に使われているのが、この身元調査と云う言葉である。

At the meeting, I once asked him to give me the definition of a background check, which is frequently used in recruitment and human rights.

The term “background check” is commonly used as if it has a common concept even though the concept of a background check differs depending on who uses it and who receives it.

昨日、関西総合調査業協会の第7回定期総会が無事修了した。特に揉め事を抱えている訳ではないが、総会となるとやはりプレッシャーと緊張感があり、終わるとホッとする。

そこで今日はゆったりとした気分で中之島公園を散歩。リニューアルされたバラ園をじっくりと楽しむ事が出来た。

先般戸籍・住民票の公開制限と本人通知システムに疑義あり、との文章を長々と書いたが、知人及び関係者から
「お前が云わんとする事は判るが、具体的事例がないと、あれでは説得力がない。
仕事柄余り具体的には書けないにしても、事例がないと・・・」とのお言葉を複数の方から頂いた。

ご指摘の通り、私も全く同感である。従って、今日は我が社で最近扱った事例をひとつ紹介してみようと思う。

これは丁度１ケ月程前の調査案件です。

弊社のホームページを見た男性からメールが入った。「メールで失礼ですが、
ある人の経歴等について調査して頂きたい。詳しくはお会いしてからにして欲しい」との内容。

直ぐにメールを返す。「調査は可能と思います。
お伺いするにしても来ていただくにしても、一度お電話を頂けませんか・・・」と、　すると、直ぐに電話が入り、結果、
東京の永田町で合う事となり、早速、東京支社の営業マンが面談した。

依頼者曰く、「近く独立して会社を立ち上げる計画を持っている。
技術的な事や業界ノウハウに関しては自信を持っているが、自分は営業面が弱く、そちらの方で力になって貰えるパートナーを捜していたところ、
とても有能な人が居ると、ある人から紹介を受けた。お会いしてみると、中々そつの無い人で印象は良かった。そこで、
すっかり意気投合してここ２カ月程一緒に動いている。　実際に顔は広く、未だ会社は準備段階であるが、
彼を通じ企業のそこそこの地位の人ともお会いさせて貰っており、信用出来そうに思っている。ただ、億単位の金が動く仕事なので、
念には念を入れておこうと思い、出来ることでしたら一通りの調査をお願いできたら・・」とのこと。

ところが依頼者は４０歳、相手は１０数歳年上の人で、自分としては「履歴書をくれとか身分証明書的なものをくれ、」とは云い難い。しかも既に一緒に動いており、
今更と云う感じもする。従って、アバウトな情報しかないが、調べられるでしょうか？とのこと。

最終学歴は某一流大学、職歴は外資のコンサルタント会社を３社経験し、３年ほど前からフリーで動いている人だと云う。
住所は埼玉県の某市までしか知らない。名刺はコンサルタントで某コンサルタント会社に所属している形になっているが、
あくまでフリーであるとの事で、名刺の電話番号は携帯番号になっている。

これでは余りに情報が漠然としており、調査の足がかりがない。せめて住所くらいハッキリしないと調査は受けかねると伝え、
住所が判る何かを手に入れて欲しい、とお願いをする。

１週間後に運転免許証のコピーが手に入ったとの連絡。早速、その情報を基に調査着手。

先ず、住所確認から・・・。住所地に行くも、その所番地は１０世帯用のアパートで、
表札も２・３軒しか出ていない。郵便受けにも本人の名前は確認できない。何気ない形で、「○○さんのお宅は・・・」、何軒かにお聞きするが、
全く知らないと云う。はて・・・・どうしたものか？。

事前情報では、子供は３人で一人は学生、一人は医者のたまご、一人は慶応大卒でイギリス在住とのこと。
それにしては不似合いな住所地（アパート）である。

免許証の住所なので間違いは無いはず。ところが確認出来ない。そこで、
住民票はどうなっているか・・？、確認の必要がある。ところが調査会社に住民票は交付してくれない。そこで、取れる人に取って貰うことに
（不正入手になるかも・・・）。ところが「本人の住民票はその住所にはない」との返答、しかも「除票（５年は保存）も無い」との答え。
いったいこれはどう云うこと？、免許書偽造か？。

そこで、名前、生年月日からあらゆる公開情報を検索してみる。すると、
過去に色々と事件事故を起こしている同姓同名で生年月日の同じ人物がいることが判明。しかも住所は同じ埼玉県。
同人は元会社経営者であったが倒産の憂き目にも会っている事も判明。そこで、この人物を詳細に調べてみると、被調査人と共通点が多々ある。

全く狐に包まれたような話しである。ザクッと云うと、調べる対象者が誰なのか判らないのである。氏名、住所、
生年月日は判っているが、前述の通り、住所地に対象者が居る確立は少なく、調査を進めると別の所に氏名、生年月日が同一の人物がおり、
しかも、背景に似通ったところがある。

　そこで同一人物か否かの調査を実施したところ、ドンピシャの同一人物。
たまたまこのケースは免許書の写し（偽であろうが写真は本人）があったから確認ができたが、写真がなけっればどうなる。
普通だと戸籍でしょう・・・。今の日本では、身分を証明するものは戸籍しかないのですから。戸籍、
住民票が公開であればこんな調査は簡単なもの。

この人物、如何にして免許書を偽造したかは判らないが、住所と履歴をでっち上げて、偽の自分で仕事（商売）をし、
家に帰ると本物の自分になって妻子と共に幸せそうな家庭を築いているのである。全く、呆れる、を通り越して、
感心させられる見事なものであった。

彼の調査依頼者、「有り難う御座いました、調べてよかった、
助かりました・・・・、」と口では言うものの、調査結果に対し半信半疑、
今ひとつ納得が行かない様子であった。この人に限らず誰だってそうだと思う。正直、調査した本人でさえ、
何となく狐に包まれた感じなのですから。でも、事実は事実、小説より奇なりである。

この事例ひとつでも判るように、昨今の個人情報保護の流れ、住民票・戸籍の公開制限、
プライバシー保護の如何にも国民に優しい、国民を大切にする口当たりの良い政策が、本当は人と人との繋がりを希薄にし、
悪さをしようと思う人に取って最も都合がよく、正直者は騙されていても、
騙されているか否かを調べる事さえ出来ない社会が作られつつあるのです。厚生労働省などは、人事調査は悪と決め付け、
税金を使って懇切丁寧に行政指導している。

人の信用調査の基礎資料は、住民票であり戸籍です。ところが住民票や戸籍をみようとすると、その事を役所が本人にお知らせして、
「貴方は調査されていますよ・・・」とお知らせする、非常に人道的な優しい政策が広がりつつあります。
余り口当たりが良いものは実は身体に良くないものが多いと云う事を知っておくべきでしょう・・・。

A very capable person was introduced to me by someone. When I met him, I had a good impression of him. So.
We’ve been working together for about two months now.　In fact, the face is wide open, though the company is still in the preparatory stages.
Through him, I’ve also met some high level people in the company, and I think I can trust them. But it’s a job where billions of dollars are involved.
I think that I will make sure to make sure, and if I can ask you to do a survey of the whole thing if I can do it…

However, the client was 40 years old and the other person was more than a dozen years older than me, so it was hard for me to say, “Give me your resume or something like an identification card. What’s more, they’re already working together.

Let’s start with the address… I went to the address, but it was a ten-family apartment.
There are only a couple of houses with nameplates. The person’s name cannot be identified in the mailbox either. In a casual way, “your house is…”, I ask several houses, but

I don’t know how this person forged his license, but he made up his address and history, and did business under a false identity.
When he comes home, he becomes his real self and has a happy home with his wife and children. It’s appalling.
It was admirable and masterful.

His research client, “Thank you very much, I’m glad I looked into it.
We say, “Thank you so much for your help…,” but we’re still half-hearted about the results of the survey.
He did not seem to be convinced. I think everyone does, not just this person. To be honest, even the person who investigated the case.
It’s like being wrapped up in a fox. But a fact is a fact, stranger than a novel.

As can be seen from this single case, the recent trend of personal information protection, restrictions on the release of resident certificates and family registers, and
