昨日（２３日、日曜日）大阪市西区の徐園で第４５回近畿国賀会総会及び懇親会が開催された。
前年度までは小生がこの会の会長を務めていたが、今期同級生の奥本晃久氏（元、小学校校長）にバトンを渡し、
顧問と云う極めて気軽な身分で参加する事ができ、今年は存分にその場の雰囲気を楽しむことが出来た。

当日は朝から本格的な雨で、参加予定者の出足を心配したが、雨なんて何のその、１２時開催の予定にも関わらず、
早や１０時３０分頃からぞろぞろとうけつけに並び始め、１１時３０分には参加予定者の９０％が集まっていると云う、
普通の会合では考えられない様な状況。それだけ皆が楽しみにしていると云うことなのでしょう・・・。世話役としては、
ある意味大変ではあるが、出足が早いのはホッとする。

小生は、本来時間厳守と云うか、どんな会合でも５分も前に入る事はなく、１分を前後すると云うのが何時ものパターン。ところが、
この郷土会をお手伝いする様になって、つくづく感じた事が、余りに時間ギリギリと云うのは、
主催者に何かといらぬ心配を掛けるものだと云う事であった。以後少しは時間に余裕を持つ事にしよう・・・。

懇親会は、郷里西ノ島町より「隠岐民謡を歌う会」のキャラバン隊と、４月の隠岐人会に続き、
演歌歌手「かつき奈々」さんを迎え、
「隠岐の恋歌」を熱唱して貰った。
参加者の中には始めて耳にされた方もおられたようだが、私の周辺は「隠岐の恋歌」のフワンクラブ代表的なつわものばかり。行き付けの北のスナック等では、
國賀会のメンバーの顔を見るが早いか「隠岐の恋歌」のメロディーが流れる。小生などはドアを開ける前、
エレベーターを降りた途端に、「花が咲く春なのに　あの人は帰らない　　たずむ國賀海岸（くにがはま）　夕陽に泣けてくる　♪♪・・・
」と、早くもＣＤがかかってくるくらいである。従って、「かつき奈々」さんが歌唱指導をする段になると、我先にと舞台に上がるメンバーが続出・・・
それはそれは楽しい賑やかな郷土会であった。

さて誰でしょう・・・。美声が今にも聞こえて来る感じ・・・でも、何故か奈々ちゃんがこけかかっている。

 

 

「隠岐民謡を歌う会」の代表　　私の一級先輩

田舎の綺麗どころ・・・。

一次会には二次会はつきもの、二次会には三次会がつきもの。
何時果てるともない同郷の士の集いは、何時になくで無く、何時ものように続くのであった・・・・。

The 45th Kinki Kokaga Kai General Meeting and Party was held yesterday (Sunday, 23rd) at Xu Yuan in Nishi-ku, Osaka.
I had been the president of this association until last year, but this term I passed the baton to my classmate, Mr. Akihisa Okumoto (a former elementary school principal).
I was able to enjoy the atmosphere of the event as much as I could this year.

It was raining in earnest from the morning of the day, and we were worried about the turnout of the participants.
As early as 10:30 a.m., people started lining up to receive the tickets, and by 11:30 a.m., 90% of the participants had gathered.
A situation that would be unthinkable in a normal meeting. That’s why people are looking forward to it…. As for the caretaker.
In a sense, it’s hard work, but I’m relieved to see how fast it’s going.

I’m always punctual, or rather, I don’t come in five minutes before any meeting, but I’m always one minute ahead or behind. However.
When I started helping out at the town hall, I realized that the time is too short.
I was worried about the organizers. After that, I’ll have a little more time to spare…

The party was held with a caravan of “Oki-minyo-singing group” from Nishinoshima-cho, our hometown, following the Okijin-kai in April.
We welcomed “Nana Katsuki”, an enka singer.
I asked them to sing “Oki no Koi Uta” enthusiastically.
Some of the participants seemed to have heard of it for the first time, but the people around me were all the representative members of the Hwan Club of “Oki’s Love Song”. At your favorite northern snacks, etc.
I saw the faces of the members of the Kokugakai, but the melody of “Oki no Koi Uta” was played. I, for example, had to open the door before I could.
As soon as I stepped off the elevator, I thought to myself, “It’s spring when flowers bloom, but that man won’t go home. Kuniga beach where he lives makes me cry under the setting sun.
The CD was already playing. Therefore, when Nana Katsuki is ready to teach singing, there are many members who go on stage ahead of her…
It was a very pleasant and lively hometown meeting.

Now who is it… I feel like I can hear her beautiful voice at any moment…but for some reason, Nana’s on the edge of her seat.

　このたび埼玉県で戸籍や住民票などの証明書を他人が請求した場合、
交付した事実を本人に通知する制度が、県内全６４市町村で始まる。目的は不正請求の防止とのこと。

　この制度は大阪府下の２市町でも制度化されている。
今のところ全国的な広がりは見られないが最近のプライバシー保護や個人情報保護の流れからすると、
非常に心配な状況にあると云わざるを得ない・・・。

　小生、
この制度には怒り心頭。

　世の中が綺麗ごとだけで廻っているのであれば、この事について何も云う事はないが、現実はそんなに甘いものでなく、
あらゆる場面でチェック機能を働かせないと、とんでもない事になるケースが多々ある。

　今の個人情報保護の流れからすると、もっともなこと。
住民票や戸籍の不正請求を防ぐためには、もっとも判りやすく、自分の戸籍や住民票が、
誰に何時取られたかが判るのであれば非常に良い制度と思うでしょう。善良な一般市民がそう考えるのはもっともなことと思う。

　しかし、考えてみて下さい。
事はそんなに簡単なものではない。

　私が予ねてから主張しているのは、明治以来何故に戸籍、住民票が公開の原則を貫き、
何人も戸籍、住民票の交付を受けるシステムを、頑なに行政が護って来たかと云うことです。

　そうしなければ社会システムが狂い、社会の平和と秩序が維持出来ないからでは無いでしょうか？。

　戸籍は氏名、生年月日、親子関係、婚姻関係など身分に関する事項が記載され、
住民票には、何処に誰が住んでいるかと云う事が記載されています。

　所謂、その人が「何処の誰であるか」を証明するものであり、
一般的には隠し立てしなければならない様な事項は記載されていないのです。従って、これを公開にし、
その気になれば何処の誰であるか判るようにし、社会秩序を維持してきたのです。

　ところが近年の法改正で、住民票、戸籍を事実上非公開とし、第三者の交付請求には厳しい制限を加えた上に、この度は、
交付請求がなされた場合は、本人に判るシステムを導入しようと云う事です。

　こういうシステムは、
虚偽も何も無い善人のみが生活する社会であれば何も問題はないでしょう。ところが、実は詐欺師や悪巧みを考える人、
相手を騙そうとする人に取っては、これ程至れりつくせりの制度は無いでしょう。

　だって何処の誰か、第三者は確認システムがなく、相手が言う事を信じるしかない制度
（住民票も戸籍も見れないし、学歴も職歴も個人情報保護を盾に確認できなくしている）を行政府がつくり、しかも、それを確認しようとすると、
その事を相手に知らせますよ、と云うシステムです。

　私ども調査業は、
事が起きる前に、相手が何処の誰でどんな人かを調べるのが仕事です。所謂、人や物の信用度を事前に調べ、危機管理に務める事を業としており、
警察は事件が起きてから調べるのが仕事です。

　事件にならないよう、
騙されないよう、事前に調べようとしても、調べられないシステムを作り、調べると相手に調べていますよ、
とお知らせする懇切丁寧な詐欺師保護法、悪人保護法がこのシステムです。

　正直、最近の個人情報保護法の運用、戸籍・住民票の運用からして、
自分の履歴は云い放題、書き放題、氏名も年齢も住所も云いたい放題です。

　第三者は、氏名、年齢、住所、家族構成、学歴、職歴、親子関係、婚姻関係、
何一つ確認するシステムをシャットアウトされています。

　そんな事は無いでしょう・・・、そんな事になったら大変じゃないですか・・・、そんな声が何処からか聞こえて来ますが、
実は正確にはそうなのです。

　学歴は学校、
職歴は職場。ところが学校、職場ともに第三者確認には個人情報保護を盾に回答しないのが通常で、氏名、年齢、親子関係、婚姻関係、
など人の身分に関する事の正確な確認は戸籍でしか出来ず、住所を証明するのは住民票です（居所に関しては別・・）。ところが、
前述の通り戸籍、住民票の入手は第三者は事実上不可能です。

　その事を知っているワルは、身分詐称はし放題です。

　第三者の立場で確認できないのであれば、本人に各種証明書を提出させたらいいではないですか・・・？。

　全くその通り。ところが敵もさるもの。最近はパソコンで各種証明書は簡単に作成でき、
偽卒業証明書、偽免許証、偽在籍証明書が出回っている（弊社の調査でも何件か確認されている）。真のワルはこんな事など皆知っている。
本人しか入手できない証明書を偽造しても、第三者は確認できないのだから、大手を振ってやれる。

　で、何か云うと
「騙されるほうが悪い・・」、等と逆に説教される。

　騙された・・・
ですむくらいの事であればいいが、実は身分詐称をして行う行為は、相手の一生を左右するような大事に至ることが多くある。

　小生は仕事柄、そんな事案を数多く見聞きしており、
また我が社の調査で大事に至るのを未然に防ぎ、感謝された経験も１度や２度ではない。しかし、
今の個人情報保護やプライバシー保護の流れからすると、感謝されるほどの正確な調査は、これからは非常に難しくなるでしょう。だって、
行政がワルに「貴方は調べられていますよ」と事前に通知するのですから・・・。

　不正請求は防止しなければならない。その方策を講じるのはもっとな事です。でも、
不正請求が何故起きるのか。この事も真剣に考える必要が有るのでは・・・。

　
「何人も理由を明らかにして戸籍や住民票の交付請求ができる」と法律に記されていたにも関わらず、
役所は第三者請求に応じないから、止む無く不正請求が行われたのも事実ではないでしょうか。

　これ程個人レベルでも、危機管理、リスクマネジメントが必要な時代に、人事調査（人に関する調査）
を罪悪視し、調査を規制しようとする姿勢はいったいなんなのでしょう。

　「本当に安心して暮らせる平和な社会を作らんと、」と、
政治家や役人は考えているのでしょうか。一票の選挙券欲しさに、自説を曲げるような事だけはして欲しくないものだ。また、
自説は確りと勉強し、発言するときは信念を持って発言してもらいたいものだ・・・。

昨日、一昨日と東京出張。毎年の事ながら５・６月は総会シーズン。
一般に業界団体は行政に右倣えで３月末を年度末としており、５・６月が必然定例の年次総会となる。そのかわきりで、
全国調査業協同組合第７回通常総会が池袋のホテルで開催された。

例年、総会の議長は私の親友が務めてきたが、今回は春先に体調を崩し、今ひとつハッキリしない。そこでお鉢がこちらに廻され、
議長の大役を仰せつかる事になった。

　業界の事業協同組合であり、顔見知りの人が多く、
総会とはいえ毎年筋書き通り２時間弱でシャンシャンと終わるのが普通である。ところが今期は未曾有の不況下での総会。
正直どんな発言が飛び出すか予想が付かない。しかも、赤字決算下での総会である。

事務局から、議長の問答集的なものは事前に示されてはいるが、それは全て何らの質疑応答もないシャンシャン総会の見本であり、
揉める事を予測してのものではない。

マー特に心配した事は無いだろう・・・と、気楽に引き受けたものの、
全く不安が無い訳ではない。

事務局より筋書き通り、「それでは大阪の松谷廣信さんを議長に指名致します」の発言を受け、議長席についた途端、丁度１０年前、
平成１３年の社団法人大阪調査業協会の総会がパッと甦ってきた（当時、
私は同協会の専務理事。総会の一切を仕切る立場にあったが、総会冒頭より大揉めに揉め、ヤクザ顔負けの罵声が飛び交い、
議事進行もまともに出来ず、会長代行以下理事の９割が退場すると云う、前代未聞の大失態総会を演じた）。

これは不味い・・・。そこでクンバハカ一番（肩の力を抜き、お尻を締め上げて、
臍下丹田に気を込める）、、、「これより議事に入ります・
・・・」と威厳を持って議場を眺め回す。

１号議案、２号議案、何らの質問も無ければ意見も無い、用意された議案は６号議案まで。何と、
１時間強で用意された議案は全て承認され、典型的なシャンシャン総会で事なきを得た。目出度しめでたし・・・の万々歳であった。

が、実は肝心な事を忘れていた。総会は２時間を予定しており、その後に懇親会を計画しているが、懇親会までに４・５０分も間がある。
会員はそんなに待ってくれない。これは不味い、何とか時間をつぶさなければ、そこで予てより懸案の、住民票、
戸籍問題を総会を一旦終わらせてから話し合う事にした。

「埼玉県内全６４市町村で６月１日より住民票の写しや戸籍謄本などの証明書を他人が請求した場合、
交付した事実を本人に通知する制度を導入する」（県条例）についてである。

目的は「不正請求を防ぐため」とのこと。

この件に触れだすと、つい興奮し血圧も上がるので、詳細は次回のブログとさせて頂き、今日は総会報告だけにします。でも、
次回のブログは必ず読んでね・・・、小生は血圧降下剤を倍くらい飲んでのぞみます故・・・。

From the secretariat, the chairman’s question and answer style was shown beforehand, but it was all a sample of a Shanshan Assembly without any questions and answers.

It’s not as if there’s no anxiety at all.

The general meeting of the Osaka Research Industry Association in 2001 came back to life in a flash (at that time).

Members don’t wait that long. It’s a bad idea, we have to kill time, so I’m going to do something that’s been on my mind for a long time, like the residency papers.
We decided to discuss the family register issue after the general meeting.

不況を改めて実感。

我が調査業界は未曾有の大不況。中でも大衆調査を主としているところが酷いようだ。
弊社の場合は、企業が主なクライアントで、採用調査（人事調査）
や信用調査をメインに営業しているが、
不特定多数の顧客を対象に、広告媒体を使って営業しているる、所謂、探偵業を主にしているところの落ち込みは酷いらしい。

この現象は何を意味するか？。要因は幾つも考えられるが、一番大きな要因は、依頼事項が無いのではなく、
依頼したくても肝心の先立つものが無い、と云う事らしい。それくらい多くの小市民の懐具合は厳しくなっていると云うことか。

こんな不況下で弊社は社員募集を実施。「失業率の高さを嘆き、少しでも社会貢献ができたら・・・」
との思いからの社長英断、とここで一席ぶちたいところだが、そんな事はまさかのまさか。実は、調査には直接関係の無い分野で、
人手が要ることがあり、その為の社員募集である。

そこで先般、管轄のハローワークに出向き、求人資料を提出。職種は一般事務の正社員採用。条件は一般中小企業並みで、
決して好条件と云う訳ではない。それでも以前から一般事務職は営業に比較して求人し易く、人気職種であり、応募はそこそこはあるだろう、
と考えていた。「まあー１週間もま募集しておけば１０人位は応募があるだろうから、その中で書類選考し、４・５人位面接して決めよう」
くらいに考えていた。

ハローワークに出向いたのが３時過ぎ、４時には手続きを済ませ帰社。ハローワークには翌日からの求人をお願いしていた。

すると、翌朝９時から電話は鳴りっぱなし。大半がハローワークから、
何と午前中のみで５０名からの求職者があり、あわてて募集を締め切った。

いったいこれは何だ・・・、ただただ驚くばかり。

過去何回かこうした募集はしてきたが、１週間で１０名くらいの求職者が集まれば良いほうであったが、何と僅か半日で５０名、
このままほっていたら何百人応募があったか判らないと云った状況である。

ありがたい悲鳴というか・・・正直書類選考だけでも大変。面接も応募者に合わせて相応にはしなければならず、「紺屋の白袴」
にならぬよう選考にはねんにはねんを入れなければ成らないし、それこそ大変であった。

それにしても、それにしてもである。今回の募集騒ぎで改めて今の不況を思い知らされた。よほど褌を締めて仕事に望ばねば・・・・。

褌で思い出したが・・・どうした「隠岐の海」。
とにかく頑張って１つ勝て。

I had been thinking about it for a while.

I went to Hello Work after three o’clock and returned home at four o’clock after completing the procedures. I had asked Hello Work for a job offer for the next day.

Then, the phone has been ringing since 9 a.m. the next morning. Mostly from Hello Work.
We had 50 job seekers in the morning and hurriedly closed the application process.

What in the world is this…I’m just amazed.

In the past, we have done this kind of recruitment several times, but it would have been better if we could get about 10 job seekers in a week, but we had 50 job seekers in just half a day.
He said that he did not know how many hundreds of people would have applied for the project if it had not been left alone.

今年のゴールデンウィークは、２９日から５日まで８連休と言う会社が多かったのでは・・・。でも、弊社は所謂暦通り・・・
零細企業の悲しさと云うか、零細企業の特権と云うか？。今こんな事を書き出していてフッと思い出した。小生が厚顔（紅顔）
の美青年であった３０代前半の起業間もない頃、実は日祭日が恨めしかった。何故って・・・？、
だって日祭日になると会社を休みにしなければならない、休むと仕事は入らない、ところが家賃も給料も月単位で発生する。
故に休日が多いとその分マイナスが膨らむ。そんな世知辛い姑息な思いと、今ひとつは仕事が楽しくて仕方無かったことに起因する。
当時は幾ら忙しくても全く気にならず、休みが重なると何となく損をしたような気になったものだ。

こんな思い出は、起業家の誰しもが共通に持っているのでは・・・。金も力も閑も何も無かった、
でも気力だけはとてつもなく充実していた。フッとそんな昔を想いだした。

で、今年のゴールデンウィークはと云うと、ほぼ何もせずゴルフと映画と畑仕事（庭に造った一坪農園）で終わった。
それでもアッという間に終わった。最近は会社に居ると一日がとてつもなく長く感じるが休みは直ぐに終わる。いったいこの感覚は何なのか・・・
、ぼちぼち引退しては？　と神が囁いているのかも・・・。

６０歳定年とは良くしたもので、知力、気力、体力、精力ともに５０歳代とは可也違ってくる。

で、フッと今また思い出した。丁度私が結婚した年に義父が６０歳の定年を迎えた。義父曰く「これから私は金を稼ぐ事は一切しない・・
・、今自分に出来る事は後輩に道を譲り、仕事を与えることだ・・・、それが自分の仕事だと・・・」。その言葉通り、
定年後は一切の仕事を離れ、「五族の墓奉賛会」（満州国軍の墓）
の世話役と中国残留孤児に関係するボランティア的なことをする以外は囲碁と孫の遊び相手でノンビリとした余生を過しておられた。

何でこんな事を書き出したのかな、もしかしたら今日の天候（雨）のせいかも・・・。

I have to take a day off from work on Sundays and holidays, and if I take a day off, I don’t get a job, but I have to pay my rent and salary on a monthly basis.
Hence, if you have a lot of holidays, the negative will be inflated by that. The first was because I was enjoying my work and the second was because I had no choice but to do it.
In those days, I didn’t care how busy I was, and I felt like I was losing money when I had a series of holidays.

I think all entrepreneurs have these memories in common. There was no money, no power, no vacancy, no nothing.
But I had a tremendous amount of energy. I was reminded of such a long time ago.

As for this year’s Golden Week, I didn’t do anything but play golf, go to the movies, and work in the field (the 1.3 square meter farm I built in the garden).
Still, it was over in a flash. These days, when I’m in the office, the day feels very long, but the holidays are over very soon. I don’t know what the hell this feels like.
Why don’t you just retire?　Maybe God is whispering to you…

The retirement age of 60 is a good thing, because it is much different from the age of 50 in terms of intelligence, energy, physical strength, and vigor.

And now I remember again. The year I got married, my father-in-law reached the retirement age of 60. My father-in-law said, “From now on, I’m not going to make any money…
The only thing I can do now is to give way to my juniors and give them a job…that’s my job… As they say.
After retirement, he left all work and became a member of the “Grave Order of the Five Families” (the grave of the Manchurian army)
Aside from playing Go and playing with his grandchildren, he spent the rest of his leisurely life as a caretaker for the orphans left behind in China and as a volunteer for the orphans left behind in China.

I don’t know why I’m writing this, maybe it’s because of today’s weather (rain)…
